Juliette finds a mysterious man in Silo season 3’s episode 4 ending. While the man initially seems unrecognizable, a closer look at him reveals he is Tim Robbins’ Bernard. In an early season 3 scene, the Apple TV sci-fi show established that Bernard was dead. Through a flashback, the show had established that Robert Sims had killed the former mayor soon after he was rescued from Silo 18’s decontamination chamber.
The flashback even confirmed that Bernard’s body was burnt to ensure there were no traces of his existence in Silo 18. Juliette was led to believe that he succumbed to his injuries and burns from the incident from Silo season 2’s ending. However, Silo season 3’s episode 4 confirms that Bernard is still alive.

Even in season 3, he has questioned his wife’s decisions and seemingly tried to talk to Juliette about something.

What Bernard’s Survival Means For Juliette In Silo Season 3
In Silo 18, Bernard, Juliette, and Lukas Kyle are the only three characters who know the truth about the Safeguard Procedure. Since Bernard was the only character Juliette met after entering Silo 18 in Silo season 2’s ending, only he knows that Juliette found a way to save their people from the Safeguard. Owing to this, only Bernard could help her remember what she knew.
Juliette is already off the amnesia pills and is starting to remember traces of her past. After talking to Bernard, she could potentially remember almost everything she experienced after she left Silo 18 in Silo season 1’s ending. This would allow her to find a way to save her people before it is too late and potentially stop the Safeguard Procedure in Silo season 3.
